This working paper provides preliminary insights into public debates over Europeanisation and migration in Austria between 2011 and 2019. Based on a qualitative political claims analysis of 15 political speeches, 21 newspaper articles and nine stakeholder interviews, it provides an overview on how various actors problematized the EU, its Member States, and their policymaking and political targets in the realm of migration and asylum. Early research results show a widely shared discontent over the EU’s asylum system.

This comparative report is based on the RESPOND country reports [deliverable D3.1] that discusses the developments regarding legislation, policy measures and practices on refugee protection, but most importantly the implementation aspect in ten countries covered by the project (Austria, Germany, Greece, Iraq, Italy, Lebanon, Poland, Sweden, Turkey and the United Kingdom) for the 2011-2019 period. This report aims to provide a comparative analysis of refugee protection, emphasising the implementation aspect as drawn from the experiences and perceptions of meso and micro level actors. In doing so, the report offers analytical insights for evaluating the implications of the dynamics of refugee protection, which has undergone many changes since 2011.

This report deals with the reception of asylum seekers in Austria between 2011 and 2019. In the federal Austrian system, competences in the area of reception are divided between the federal government, which is responsible for persons during their early asylum application phase, and the nine provinces which are responsible for providing care and housing during the substantive asylum procedure. During the so-called “refugee crisis” of 2015, the shortage of reception facilities led to a series of conflicts between different tiers of government involved in the regulation of asylum seeker distribution and housing.
